The Lelystad Municipal Executive has informed the council about the granting of planning permission for the first phase of the Flevokust Campus data centre at Flevokust Haven. This concerns two applications that fall within the 2021 local plan and comply with the agreements on space and sustainability. Once the period for objections and appeals has passed, construction of the first phase can begin.
First step
The municipality has now granted a technical planning permission for the first phase, as well as a planning permission for the environmental plan activity. The province of Flevoland is responsible for other parts of the overall project. The applications for these permits were received in December 2025. They have been reviewed and approved in accordance with the regulations.
What next?
The planning permissions have been granted in accordance with the statutory procedures. Once there are no further objections or appeals pending, construction can begin. The owner of Flevokust Campus, Equinix, is consulting with the provincial authorities on the further development of the project.
Focus on sustainability
Several organisations can house their IT equipment in the data centre. The project contributes to employment and the local economy. Flevokust Campus is not a hyperscale data centre. This type of data centre is not permitted by law and does not comply with existing agreements on quality and sustainability. These are set out in the local development plan, the planning permissions and the contracts. The project must comply with the municipality’s sustainability regulations, such as the Sustainability Framework Policy and the Sustainability Action Plan.
